My Lords Commissioners of the Admiralty have had under consideration medical reports show- ing a disquieting increase in Venereal Disease in the China Squadron. The figures for 1922 which have been completed show the following cases at Hong Kong and Singapore :-

The matter has also been pressed upon Their Lordships' attention by the Commander-in-Chief's submission re- ceived in September last.

2+ As the China Squadron is based on Hong Kong leh effective stoppage of leave at this port is imposs- ible. Warnings by medical lectures have been given to the men who have been urged to take all possible precautions in the way of ablutions &c., but these Their Lord- palliatives have proved unavailing.

ships are therefore forced to consider what seems to be the only remaining course viz., regulation of the women on shore at Hong Kong by the institution of Licensed Houses and Medical examination of the women. With this in view, it is desired to hold a local con- ference by representatives of the Naval, Military and Colonial Authorities to consider what steps are po8S- ible in that port to lessen the prevalence of fenereal pisease, which has become a serious menace to the health of the personnel of the China Fleet.

The Under Secretary of State,

Colonial Office,

Whitehall, S.#.1.
